The philosophy of RASF1M is that the moderation is to be light-handed and as non-intrusive as possible. All posters will initially be accorded auto-approve status, which will enable their articles to be posted directly to the newsgroup without the involvement of a human moderator. Binaries should be posted to an appropriate binaries newsgroup or a web page, with a brief informative notice posted to RASF1M. 3.2 Posts in formats other than plain text - with the arrival of Usenet-reading capable World Wide Web browsers like Netscape Navigator and Microsoft Explorer the number of posts in HTML format and other formats other than plain text has increased. As this takes up more bandwidth and is not readable by all users, such posts will be rejected. A brief informative notice will be sent automatically to the poster with instructions on how to re-configure his/her browser or newsreader to send plain text. 3.3 Commercial and money-making posts are defined as posts whose primary purpose is to solicit a benefit for the poster. This includes, but is not limited to: - money-making schemes; - chain letters; - promotion of business opportunities; - advertisements for businesses; - direct advertisements of goods or services for sale, other than in response to a direct request from another poster. The use of a signature that contains a business name, address, phone number or URL, or reference to a product or service, is considered acceptable, provided that the signature does not otherwise contravene the requirements of this charter (eg: maximum length, use of profanity). Posts promoting newsgroup-related activities are not considered commercial or money-making posts since there is no financial benefit to any of the individuals involved. Posts advising the group of charitable racing-related events, or offering race tickets at or below face value, are also permitted. 3.4 Crossposts - defined as posts also directed to any other newsgroup in addition to RASF1M. Because of the way moderation software works, an article posted to an unmoderated newsgroup and crossposted to a moderated one would be directed first to the moderation software and, if rejected, would not be posted to the unmoderated group either. In order to ensure continuity of discussions in RASF1M and other groups, and to avoid misunderstandings with members of unmoderated groups who do not wish to subscribe to RASF1M, all crossposts will therefore be rejected. Exceptions to this restriction are made for Usenet Administrative purposes (as from news.announce.newgroups) and for posts from rec.autos.sport.info. 3.5 Flames/bashing/racial slurs - defined as verbal attacks on drivers, other people associated with the sport or other posters, or statements that refer to them in an offensive or malicious manner. This does NOT mean that negative comments are discouraged, or will be moderated out, but that they must be reasonably expressed without resorting to name-calling and personal abuse. 3.6 Trolls - posts that do not have substance to their content, and that are primarily meant to incite disruptive threads or distract posters from the main intent of the newsgroup. 3.7 Profanity - posters should view RASF1M as polite company and watch their language accordingly. A very short list of words will be disallowed completely, and another list will cause a post to be kicked out for human moderation. Posters are advised and encouraged to use the same standards that apply in the Sunday comics - specifically, changing all letters in profanity to special characters like !@#$%, although when quoting material such as interviews, the first letter of the word may be left in place so that readers can deduce what was actually said. Deliberate mis-spellings of profanity will still be considered profanity. Subscribers should be aware that individual tolerances on this issue vary widely, and that some posts may include words which they personally find offensive. The moderators will strive to maintain a balanced environment that is acceptable to the majority of readers. 3.8 Posts with indecipherable email addresses. All posters are required to post using an email address that is either valid (eg: username@domain.com) or decipherable (eg: username@nospam.domain.com). An author's first post to RASF1M must contain a valid or decipherable email address in order for the registration process to work (see section 4). Posters are required to continue to include a valid or decipherable address so that they can be contacted by a moderator if necessary. If a poster changes his/her email address, s/he will be identified by the moderation software as a new poster, and will be required to go through the registration process again. 3.9 Copyrighted material - quoting a line or two of copyrighted material is permissible. However, quoting entire articles is a copyright violation and is against the law, unless the poster has permission from the copyright holder. If articles are available on the web, a short summary of the article with a URL is the accepted method of posting. Proper credit must be given to all copyrighted material. 3.10 Repeated advertisements for the poster's web site - posters may of course include the URL of their web site in their signatures, and those with sites that are updated periodically (eg: with race reports or pictures) are welcome to notify the newsgroup when new content is available. However, repeated messages having no content other than an invitation to visit the author's site are considered spam. 3.11 Forged posts - messages purporting to come from someone other than the person who actually posted them. Any individual who impersonates another poster will be placed on auto-reject status for a minimum of one year. 3.12 Results or discussion of a race within 48 hours without the "SPOILER" tag - a great many people are not able to watch races live, but still need to consult the newsgroup for qualifying information, last-minute changes to broadcast times, and so on. Posters are therefore required to include the word SPOILER in the subject of posts about races less than 48 hours old, leaving details out of the header. 3.13 Posts in languages other than English - English is strongly recommended as the posting language of choice for RASF1M. Posts in languages other than English will be examined for approval if any of the moderators can read the language in question. There is no guarantee of approval for posts in any language other than English. 3.14 Signatures over six lines - Usenet netiquette limits signatures to four lines. For RASF1M, posters are encouraged to keep their signatures to six lines or less. PGP signature data and additional lines automatically added by services such as DejaNews are not included in the count, but all other text, including boxes around the signature, is included. 3.15 Text lines longer than 70 original characters - Usenet netiquette says that for everyone's enjoyment, all posts should have right margins in the 60-70 range. The range from 60 to 70 is for unquoted text. Quoted text may continue to expand to the right. 3.16 Questions answered completely in the FAQ - articles asking questions that are covered completely in the FAQ will be posted, but the poster will be sent a copy of the FAQ so that other subscribers need not feel obliged to respond. 3.17 "Me too" posts - articles containing large amounts of quoted text with very little new input. Posters are encouraged to snip appropriately when responding to newsgroup articles, and not to include any more of the quoted article than is necessary to preserve the context. 4. Registration procedure When the moderation software detects an article from a first time poster, an auto-response containing the charter, FAQ and instructions for completing the registration is returned to the author. Should the auto-response bounce back to a moderator because the author's email address is not valid, the moderator will attempt to decipher the author's email address and forward the registration information manually. If the email address is not decipherable and the moderator cannot contact the author, the article will not be posted, regardless of its content. 5. Moderation overview 5.1 Automated moderation To expedite the posting of articles to the group, and to reduce their workload, the moderation team will employ automated moderation software (robo-moderation). As much of the work as possible will be turned over to the moderation software. This software will scan each incoming article, then either post it directly to the group without human review, return it to the author with an appropriate explanation, or forward it to a human moderator. Posts will either be accepted in whole, or rejected. The moderators will NEVER modify them at all. All rejected posts will be returned to the originating email address with an explanation for the rejection and instructions for appealing the rejection. The moderators cannot be held accountable for Internet failures or undeliverable email. Should the auto-response bounce back to a moderator because the author's email address is invalid, the moderator will attempt to decipher the author's email address and forward the rejected post and accompanying message manually. If the email address is not decipherable, the moderator will be unable to contact the author. 5.2 Human moderation With respect to articles that are kicked out by the software for human moderation, individual moderators will have the authority to reject articles that are clearly off-charter and to accept articles that are clearly on-charter. Should there be any question about an article, it will be forwarded to another moderator for a second opinion. If the first two moderators to review an article agree, it will be accepted or rejected accordingly. If the first two moderators to review an article disagree, the article will be forwarded to a third moderator for a deciding vote. Moderators will execute the above procedure as rapidly as possible in order to minimize the delay in getting human moderated articles posted. Key to the moderation philosophy, articles will not be rejected because of the author's opinion or position on an issue, nor will any human moderated post be rejected because of the author of the post. Moderators' opinions will be expressed only within their own posts, not within their moderation activities. Anyone who is willing to follow the Charter guidelines is welcome to post to RASF1M, and their posts will be accepted if they have followed the Charter criteria. Posts will never be edited by moderators. 5.3 Posting of off-charter material Because of the way RASF1M is moderated, off-charter material will sometimes appear. If a moderator discovers off-charter material posted in the group, s/he has three options: 1. Ignore it if it isn't blatant; 2. Send an email reminder of charter guidelines to the poster; 3. Temporarily revoke the poster's auto-approve status. The response to the off-charter post will be determined on a case-by- case basis, but the moderator should use restraint whenever possible and use revocation of auto-approve status only as a last resort. In the event that the moderator feels the situation is severe enough to warrant temporarily suspending the author's auto-approve privilege, the moderator must immediately notify the other moderators and forward a copy of the post to the rest of the moderation team. The moderation team must then decide within one week whether to restore the author to the auto-approve list or continue the suspension. A two-thirds majority is required to maintain the suspension. Posters suspended from auto-approve may continue to post, but all their articles will be subject to human moderation while the suspension is in effect. Auto-approve status may be restored at any time by a two-thirds majority vote of the moderators. A poster who consistently submits off-charter material may be placed on the auto-reject list by a two-thirds majority vote of the moderators. Posters placed on auto-reject for this reason will be sent a copy of the charter and instructions on how to petition for reinstatement. A poster who feels that an article has been unfairly rejected can appeal to the moderation team. If a two-thirds majority of the moderators agree that the post should be approved, it will be posted as usual. If the poster's auto-approve status was suspended as a result of an article that is successfully appealed, auto-approve status will be restored. Complaints or compliments about moderator judgments, and other matters related to the running of the newsgroup, are welcome on the administrative list, but not on the newsgroup. No post relating to such discussions will be approved for the newsgroup. Any decision made about action to take (or not to take) is final. Posters who persist in pressing the issue will be subject to auto-rejection. Individuals who engage in threatening or abusive behaviour toward a moderator, or who attempt to interfere with the normal operation of the newsgroup or the Internet accounts supporting the newsgroup or its members, other than reporting net-abuse, will be placed on auto- reject status for a minimum of one year. 5.4 Administration The moderation team will initially plan to include between five and 10 moderators. They will be responsible for maintaining the moderation software and reviewing articles that are kicked out for human moderation. New moderators may be added as required. If the moderation team feels it is necessary to increase its number, or to replace a member who has resigned or has been removed, they will post a call for volunteers on the newsgroup. Anyone who has been on the auto-approve list for a minimum of three months will be eligible to volunteer. The moderators will select one or more names from among the volunteers and post the selection to the newsgroup, inviting comment. If there is no significant opposition, the selected volunteer[s] will be appointed to the moderation team. There will be an administrative mailing list, on which the moderators can discuss the enforcement and modification of the guidelines given here. Moderators who are unwilling or unable to uphold the charter in their personal posts or moderation activities may be removed by a two- thirds majority vote of the other moderators. 6. Charter revisions Any discussion on revision of the charter must include "CHARTER:" at the beginning of the subject line, so that those who wish to ignore such messages can skip the threads or set their killfiles/filters. Restrictions on Articles The Moderation Policy for RASF1M is guided by the statement laid out in its Charter, namely that "the intention of this is to retain the opportunities for discussing Formula One currently found in other groups while preventing the spam, commercial posts, abuse directed towards F1 personalities and teams, participant abuse and posts completely unrelated to F1 racing which can also be found there." 1.1 Acceptable topics This group exists to provide opportunities for discussion about Formula One motor racing. Any article about F1 which does not contravene the guidelines set out here will be posted. Potential topics might include the following: Races (results, discussions, first-hand accounts) Practice/testing results Drivers (former, present and potential future F1 drivers) Teams Circuits Requests for advice on attending races (prices, seating, equipment, etc) "Silly season" rumours and news Events involving former and/or present F1 cars and personalities (eg: historic car meets, celebrity kart races, Le Mans, promotional/media appearances) News stories involving present and former F1 personalities Sponsorship in F1 Rules Safety Requests for, and information on, scheduled TV viewing times Announcements concerning RASF1/RASF1M gatherings, meetings and reunions 1.2 On-charter threads Posters to this newsgroup are expected to conform as much as possible to the requirement that articles are on-charter, as described above. It is acknowledged that threads will sometimes tend to drift off- charter; if this occurs, the participants will be expected to take the discussion to a more appropriate forum as soon as possible. If required, a moderator will post a reminder to the thread in question. Articles which attempt to begin a new thread with an off-charter post are not acceptable. 1.3 Spoilers Posts which mention or discuss a race result within 48 hours of the chequered flag should make use of Spoiler conventions. A lot of people cannot watch races live, but still need to consult the newsgroup for qualifying information, last-minute changes to broadcast times, and so on. Posters are therefore expected to include the word "[SPOILER]" in the subject of posts about races less than 48 hours old, and to omit details of the result from the Subject header. 1.4 Unacceptable posts 1.4.1 Posts which are solely about other types of motorsport and do not mention F1 should be directed to the appropriate group for that race series. (e.g. NASCAR posts go to rec.autos.sport.nascar (moderated).) 1.4.2 Binaries will not be accepted. Posts which contain a URL for a binary placed on a web page are acceptable. 1.4.3 Posts in formats other than plain text, such as HTML, will not be accepted. The moderators will send a short note to the poster explaining how s/he can set the newsreader to post in plain text. 1.4.4 Posts which advertise a commercial service or product will not be accepted. However, the use of a signature that contains a business name, address, phone number or URL, or reference to a product or service, is considered acceptable provided the signature is otherwise compliant. Posts advising the group of charitable racing-related events, or offering race tickets at or below face value, are also permitted. 1.4.5 Crossposts are not accepted for technical reasons. The sole exceptions are posts from rec.autos.sport.info and Usenet Administrative crossposts, such as those from news.announce.newsgroups. 1.4.6 Posts that are intended or likely to provoke abuse from other readers of the group are not acceptable. This category includes messages containing racial abuse, or offensive and malicious statements about drivers, other people associated with the sport, or other posters. It also includes fulsome, excessive and unsubstantiated praise of a driver, team, or any other person. 1.4.7 All posts must have a return address which is valid (eg: username@domain.com) or decipherable (eg: username@domain.nospam.com). If email addresses are 'spam- proofed' (ie: deliberately altered to prevent them from being retrieved by a spam-catching bot) it must be obvious to the moderator which alterations to make. 1.4.8 Posts which contain extensive quoting of copyrighted material will not be accepted unless the poster has permission from the copyright holder. It is acceptable to post URLs pointing to F1 articles on the web with a brief summary of the content. Authors of copyrighted material must be credited. The moderators and their service providers are not responsible for any material posted in violation of a copyright. 1.4.9 Forged posts - defined as posts which purport to come from someone other than the actual poster - will not be accepted. Forgers may be subject to further action. 1.4.10 Repeated advertisements for a poster's website are not acceptable. Notifications of new content are welcome, but repeated posts which contain nothing but an invitation to visit the poster's site will not be accepted. 1.5 Unacceptable behaviour Action may be taken against individual posters who repeatedly engage in threatening or abusive behaviour toward a moderator or another poster. Similarly, any poster who attempts to interfere with the normal operation of the newsgroup or with any account involved in its administration or propagation, other than reporting net-abuse, may be prevented from posting for a limited period, and/or be subject to further action. 2. Moderator's Role 2.1 Posts not modified Posts will either be accepted as a whole, or rejected. The moderators will NEVER modify them at all. 2.2 Rejected posts The moderators will return a rejected post to the originating email address with an explanation for the rejection. If applicable, he or she will include suggestions on how to make the post acceptable. Should there be any question about whether or not a post is acceptable, it will be forwarded to another moderator for a second opinion. If the first two moderators to review an article agree, it will be accepted or rejected accordingly. If the first two moderators to review an article disagree, the article will be forwarded to a third moderator for a deciding vote. 2.3 Basis for rejection No article will be rejected because of the author's opinion or position on an issue, nor will any post be rejected because of its author's personality rather than its content. 2.4 Undeliverable email The moderators cannot be held accountable for Internet failures or undeliverable email. 2.5 Moderator's opinions Moderator's opinions will be expressed only within their own posts, not within their moderation activities. All posts made by moderators as part of their moderation activities will have the word "[ANNOUNCE]" in their subject line. 2.6 Off-charter posts As recognised in Section 1.2, discussions can and do veer off- charter. Moderators will have the right to email participants in such discussions privately to remind them of the group's charter and ask them to comply. If they do not do so, further action may be taken at the discretion of the moderators. 2.7 Removal of auto-approve status All decisions concerning the removal of a poster's auto-approve status require a two-thirds majority of moderators to be enforced. 2.8 No retromoderation No moderator will issue a third party cancel on ('retromoderate') any article that has been approved in accordance with this policy. 2.9 Administrative mailing list Complaints or discussions about moderator judgements, and other matters related to the running of the newsgroup, will be handled through a separate administrative mailing list open to any and all participants in RASF1M. Messages from this list will not be posted to the newsgroup. The administrative list for the newsgroup is an open one, and all users of RASF1M are welcome to join it. The list is solely to discuss administrative issues of the group. It may be joined by sending a message to: listserv@motorsport.org.uk with the following in the body: subscribe rasf1m-admin Alternatively, the subscriber could fill in the form at http://wso.net/cgi-bin/miva?~vollansport/admin.mv. The subscriber must use a valid email address, with no spam blocks in place, as all commands are processed automatically and there is no human intervention. 3. General Administration 3.1 New moderators The moderation team will periodically need new members. Posters interested in joining the team are encouraged to express their interest to the moderators. 3.2 Removal of moderators Moderators who do not observe the charter in their personal posts or moderation activities, or who act outside this policy, may be removed by a two-thirds majority vote of the other moderators. 3.3 Revisions to this policy 3.3.1 Any discussion of revision of this moderation policy must include "[MODPOL]" at the beginning of the subject line. 3.3.2 After discussion in the newsgroup, the moderators will accept or reject the change based on their judgement as to the group's collective opinion. 3.3.3 Any changes require a two-thirds majority of the moderators. 3.3.4 The moderators will post all results of modification votes to the group within 24 hours of the decision. 3.4 Posting Guide and Newsgroup FAQ A Posting Guide will be published at regular intervals, together with a message welcoming new posters and the URL for the newsgroup FAQ. The Guide will contain information on basic Netiquette, and reminders of some of the requirements of the Moderation Policy. Posters will be expected to comply with these guidelines. 3.5 Disclaimer The moderators will not be held responsible for the accuracy, truth or legality of any of the posts.
