moderated group soc.culture.turkish.moderated
This is a formal Request For Discussion (RFD) for the creation of
a worldwide moderated Usenet newsgroup
soc.culture.turkish.moderated. This is not a Call for Votes
(CFV); you cannot vote at this time. Procedural details are below.
All follow-up discussion should be on news.groups. Any
discussion on other newsgroups should be crossposted to
news.groups.
Newsgroup line:
soc.culture.turkish.moderated Turkiye/Turkey and related issues. (Moderated)
RATIONALE: soc.culture.turkish.moderated
Currently, there is a specific newsgroup on the Internet
soc.culture.turkish (SCT) which is the only discussion group for
issues relating to Turkey. While SCT has enjoyed a large group
of participants, the quality of articles has changed in the last
couple of years:
* Large amount of crossposting to newsgroups that are
hostile to soc.culture.turkish has created a hostile environment
in SCT (approximately 25% of articles are crossposted to more
than 3 newsgroups)
* An increased hostility within SCT and members of other
groups which has created an increase in name calling and use of
disposable accounts to spread hatred.
* Approximately 20% of articles have less than 1/3
original text as a result of increased hostility.
* Almost all users who have posted to SCT have had public
insults against them which has resulted in a lot of readers to
stay quiet or leave.
* The heavy traffic on SCT combined with people swearing
at each other makes it difficult to find the original articles.
* Many readers have chosen to leave SCT due to increased
hostility. soc.culture.turkish.moderated will once again offer a
civilized place of discussion and attract past users as well as
new users.
The name chosen for this group is soc.culture.turkish.moderated,
which is reflects its proposed content and its origins. This
newsgroup is not intended to replace soc.culture.turkish.
soc.culture.turkish will remain as an unmoderated forum. Instead,
soc.culture.turkish.moderated will offer an alternative, less
hostile area for discussion. I and the subscribers feel that a
moderated newsgroup is necessary to keep the peace and ensure
that articles make at least a good faith attempt to obey the
charter rules.
CHARTER: soc.culture.turkish.moderated
This group would encourage posting of material relating to Turkey
(Turkiye) and all issues related to Turkey. All articles which
in some way relates to Turkey will be welcomes in the group.
Legitimate topics include but are not limited to: Turkish
language, history, politics, universities, cultural centers,
announcement of related web pages and mailing lists, places to
visit in Turkey, current and past leaders of Turkey.
Articles will be rejected if they fall into any of the categories
below:
* Articles that are not related in any way to Turkey
* Chain letters, pyramid schemes, mass non-Turkey related
advertisement, "Adult" type material, binary files (PGP
signatures and small binaries related to authentication are OK)
* Articles including insults, swear words or explicit
threats to individuals or groups
* Duplicate messages (identical postings or postings
conveying the same idea using different words)
* Articles with less than 1/3 new material or less than 3
lines of original text.
* Articles crossposted to more than 5 newsgroups.
* Crossposted articles that do not have a "Followup-To:"
header indicating which newsgroup further discussion should take
place.
* Articles crossposted to groups not related to Turkey or
the current subject (such as crossposts to alt.sex, or misc.test)
* Ads must be clearly labeled as "[AD]" or "[REKLAM]" in
the subject line, must be related to Turkey in some way and
cannot be posted more than once every 2 months.
All articles that are related to Turkey will be welcome. No
article will be rejected based on content or subject unless they
fall into one of the categories above.
soc.culture.turkish.moderated is bound by rules that regulate
usenet articles and soc.culture.* hierarchy. The moderators will
make their best effort to make sure that these policies are
followed but try to maintain a free flow of information otherwise.

soc.culture.turkish. RoboModerator will take one of three courses
of action: reject the submission automatically, post the
submission automatically, or forward the submission to the human
moderation panel for review.
RoboModerator will always send the Charter and other relevant
information about soc.culture.turkish.moderated to first time
posters.
RoboModerator will reject the article if
* the article is a duplicate
* the article containes less than 1/3 new material or
less than 3 lines of original text.
* the article is crossposted to more than 5 newsgroups or
the crossposted article does not have a "Followup-To:" header
indicating the appropriate group for discussion.
* the article is a binary posting (except PGP signatures
and binaries less than 2K)
RoboModerator will forward the article to moderators if
* the articles contains one of the specified keywords
such as "Make Money Fast", "Adult Pictures", "stupid asshole".
The keywords will be decided by the majority of the moderation
team.
RoboModerator will post the article if
* the article is from an established reader of
soc.culture.turkish.moderated and does not contain any of the
specified keywords which would force the RoboModerator to forward
the article instead.
An established reader is any reader who has a track record of
posts that have been accepted to soc.culture.turkish.moderated.
A poster shall be granted established user status by a majority
vote of moderators after he/she has had an article accepted to
soc.culture.turkish.moderated. A poster will be taken off the
established reader list after 3 rejected articles or by a
majority vote of the moderators.
It is possible that a user will submit articles that will be
posted that are against the Charter of
soc.culture.turkish.moderated. These articles will be canceled
by the moderation team if the majority of the moderation team
agrees to the cancelation of the articles.
If the posting was due to the RoboModerator, the RoboModerator
program and the list of established users will be changed as
necessary. If the acceptance was due to a moderator accepting
the article. A voting will be done to determine if the moderator
that approved the articles should be dismissed. If there is a
2/3 majority the moderator will be dismissed.
Forged articles or articles that get posted due to errors in the
RoboModerator will be canceled by the moderators. PGPMoose
program will be run on several different sites to ensure that
soc.culture.turkish.moderated is free of SPAM and forgeries.
Articles that are forwarded to the moderator will be accepted or
rejected in accordance with the Charter for
soc.culture.turkish.moderated. Rejected articles will always
contain the reasons for rejection.
A poster whose article is rejected can appeal the decision to the
team of moderators. If majority of moderators agree or the
moderators are evenly split the article will be posted.
Moderators will make their best effort to create a suitable
discussion forum on soc.culture.turkish.moderated. It is
possible that a user will flood the newsgroup with articles to
prevent discussion, submit variations of the same articles
periodically or try to prevent discussion in ways unforseen at
this time. The moderators will use their discretion to reject
articles intended to disrupt discussion. As with all
submissions, a majority of moderators is required to reject
articles.
In general users should follow the guidelines posted by Mark
Moraes in news.announce.newusers under the subject: Rules for

feels his/her articles have been rejected unfairly by submitting
5 articles which he/she believes were wrongfully rejected. The
moderation panel will review the articles and take necessary
action. If the rejection is due to robomoderator, the program
will be modified. If the rejection is due to a rogue moderator
the moderation panel will vote whether the moderator should be
dismissed. If there is 2/3 majority to dismiss the rogue
moderator, the rogue moderator will be dismissed.
If a moderator approves an article that the majority of the
moderation team agrees is against the Charter, the article in
question will be canceled. If there is a 2/3 majority agreement
that the moderator accepted the article knowing it was against
the Charter, the moderator will be dismissed.
Accountability of Moderators:

activities. This log shall be posted once every two months, thus

moderated group soc.culture.turkish.moderated
This is a formal Request For Discussion (RFD) for the creation of
a worldwide moderated Usenet newsgroup
soc.culture.turkish.moderated. This is not a Call for Votes
(CFV); you cannot vote at this time. Procedural details are below.
All follow-up discussion should be on news.groups. Any
discussion on other newsgroups should be crossposted to
news.groups.
Changes from the previous RFD:
1) Minor typos fixed
2) Clarified when the RoboModerator will forward articles
3) Clarified that 2/3 majority of moderators is needed to become
or dismiss a moderator
4) Changed Newsgroups line to include Turks as well as Turkey
5) Stressed lack of relevant content in SCT.
6) Clarified that moderation team will only cancel forgeries and
that the moderation team will post explanations for articles that are
distributed as a result of robomoderator or moderator error, but
will not cancel such articles.
Newsgroup line:
soc.culture.turkish.moderated Issues related to Turks/Turkey. (Moderated)
RATIONALE: soc.culture.turkish.moderated
Currently, there is a specific newsgroup on the Internet
soc.culture.turkish (SCT) which is the only discussion group for
issues relating to Turkey. While SCT has enjoyed a large group
of participants, the quality of articles has changed in the last
couple of years:
* Large amount of crossposting to newsgroups that are
hostile to soc.culture.turkish has created a hostile environment
in SCT (approximately 25% of articles are crossposted to more
than 3 newsgroups)
* An increased hostility within SCT and members of other
groups which has created an increase in name calling and use of
disposable accounts to spread hatred.
* Approximately 20% of articles have less than 1/3
original text as a result of increased hostility.
* Almost all users who have posted to SCT have had public
insults against them which has resulted in a lot of readers to
stay quiet or leave.
* The heavy traffic on SCT combined with people swearing
at each other makes it difficult to find the original articles.
* Many readers have chosen to leave SCT due to increased
hostility and lack of relevant articles about Turkey and Turks.
soc.culture.turkish.moderated will once again offer a civilized
place of discussion and attract past users as well as new users.
The name chosen for this group is soc.culture.turkish.moderated,
which is reflects its proposed content and its origins. This
newsgroup is not intended to replace soc.culture.turkish.
soc.culture.turkish will remain as an unmoderated forum. Instead,
soc.culture.turkish.moderated will offer an alternative, less
hostile area for discussion. I and the subscribers feel that a
moderated newsgroup is necessary to keep the peace and ensure
that articles make at least a good faith attempt to obey the
charter rules.
CHARTER: soc.culture.turkish.moderated
This group would encourage posting of material relating to Turks
and Turkey (Turkiye) and all issues related to Turkey. All
articles which in some way relates to Turkey will be welcomes in
the group. Legitimate topics include but are not limited to:
Turkish language, history, politics, universities, cultural
centers, announcement of related web pages and mailing lists,
places to visit in Turkey, current and past leaders of Turkey as
well as problems and concerns of Turks living inside or outside
of Turkey.
Articles will be rejected if they fall into any of the categories
below:
* Articles that are not related in any way to Turkey or
Turks.
* Chain letters, pyramid schemes, mass non-Turkey related
advertisement, "Adult" type material, binary files (PGP
signatures and small binaries related to authentication are OK)
* Articles including insults, swear words or explicit
threats to individuals or groups
* Duplicate postings or postings that qualify as
"substantively equal" according to the current Spam cancel
guidelines won't be accepted even if they don't have a Breidbart
index of 20 or more.
* Articles with less than 1/3 new material or less than 3
lines of original text.
* Articles crossposted to more than 5 newsgroups.
* Crossposted articles that do not have a "Followup-To:"
header indicating which newsgroup further discussion should take
place. The Followup-To header must contain "poster" or up to 3
newsgroups.
* Articles crossposted to groups not related to Turkey or
the current subject (such as crossposts to alt.sex, or misc.test)
* Ads must be clearly labeled as "[AD]" or "[REKLAM]" in
the subject line, must be related to Turkey in some way and
cannot be posted more than once every 2 months.
All articles that are related to Turkey or Turks will be welcome.
No article will be rejected based on content or subject unless
they fall into one of the categories above.
soc.culture.turkish.moderated is bound by rules that regulate
usenet articles and soc.culture.* hierarchy. The moderators will
make their best effort to make sure that these policies are
followed but try to maintain a free flow of information otherwise.
Moderation Policy:

Soc.culture.turkish.moderated shall make use of the STUMP
RoboModeration program developed by Igor Chudov

The RoboModerator first will screen every article submitted to
soc.culture.turkish.moderated. RoboModerator will take one of three
courses of action: reject the submission automatically, post the
submission automatically, or forward the submission to the human
moderation panel for review.
RoboModerator will always send the Charter and other relevant
information about soc.culture.turkish.moderated to first time
posters.
RoboModerator will reject the article if
* the article is a duplicate or "substantively equal" to
a previous article according to the current spam cancel
guidelines
* the article contains less than 1/3 new material or
less than 3 lines of original text.
* the article is crossposted to more than 5 newsgroups or
the crossposted article does not have a "Followup-To:" header.
All corssposted articles must have "Followup-To:" header
containing contain 'poster' or a maximum of 3 newsgroups
indicating where discussion should be directed.
* the article is a binary posting (except PGP signatures
and binaries less than 2K)
RoboModerator will post the article if
* the article is from an established reader of
soc.culture.turkish.moderated and does not contain any keywords
such as "Make Money Fast", "Adult Pictures", "stupid asshole".
The specified keywords will be decided by a majority of the
moderation team. If the article does contain any of these
keywords, the article will be forwarded to the moderators. The
moderators can ask established users to use PGP if abusers start
using fake email addresses to appear as if they are on the
established user list to get their articles approved
automatically.
RoboModerator will forward the article to moderators if
* the article is from an established user but contains at
least one of the specified keywords decided by the moderators
* the article is not from an established user and requires
moderator approval before being distributed.
An established reader is any reader who has a track record of
posts that have been accepted to soc.culture.turkish.moderated.
A poster shall be granted established user status by a majority
vote of moderators after he/she has had an article accepted to
soc.culture.turkish.moderated. A poster will be taken off the
established reader list after 3 rejected articles or by a
majority vote of the moderators.
If an article is distributed to soc.culture.turkish.moderated due
to forgery (such fake Approved: header, someone pretending to be
a user on the established list) the article will be canceled by
PGPMoose or the appropriate software. If an article is
distributed due to moderator or robomoderator errors, an
explanation will be posted to the newsgroups the article was
distributed and steps will be taken to prevent similar errors in
the future.
Articles that are forwarded to the moderator will be accepted or
rejected in accordance with the Charter for
soc.culture.turkish.moderated. Rejected articles will always
contain the reasons for rejection.
A poster whose article is rejected can appeal the decision to the
team of moderators. If majority of moderators agree or the
moderators are evenly split the article will be posted.
Moderators will make their best effort to create a suitable
discussion forum on soc.culture.turkish.moderated. It is
possible that a user will flood the newsgroup with articles to
prevent discussion, submit variations of the same articles
periodically or try to prevent discussion in ways unforseen at
this time. The moderators will use their discretion to reject
articles intended to disrupt discussion. As with all
submissions, a majority of moderators is required to reject
articles.
In general users should follow the guidelines posted by Mark
Moraes in news.announce.newusers under the subject: Rules for
posting to Usenet (this document can also be found on the web at:
http://www.netannounce.org/news.announce.newusers/) The reason
that we have a moderated group is to keep this group focused and
to filter out the stuff that drive most people out of other
groups. Since moderation is not in place to censure ideas, or
limit debate every effort will be made to automate the moderation
process, thus keeping the flow of ideas continuous.
Becoming a moderator:

Any user can appeal to the panel of moderators and request to be
added to the moderation team. A new moderator will be added if
there is 2/3 majority among moderators for his/her acceptance.
Process for replacing moderators:

If a moderator does not attend to his/her moderation duties for
30 consecutive days, he/she will be assumed to have left the
moderation team. Although moderators are free to leave any time,
it is expected that they will make a good faith effort to find a
candidate before they leave. Any candidate for a moderator needs
2/3 majority of the moderators to be accepted. A moderator
cannot assign his/her position over to someone else.
Any user can bring a complaint to the moderation panel if he/she
feels his/her articles have been rejected unfairly by submitting
5 articles which he/she believes were wrongfully rejected. The
moderation panel will review the articles and take necessary
action. If the rejection is due to robomoderator, the program
will be modified. If the rejection is due to a rogue moderator
the moderation panel will vote whether the moderator should be
dismissed. If there is 2/3 majority among moderators to dismiss
the rogue moderator, the rogue moderator will be dismissed.
If a moderator approves an article that the majority of the
moderation team agrees is against the Charter, the article in
question will be canceled. If there is a 2/3 majority agreement
among moderators that the moderator accepted the article knowing
it was against the Charter, the moderator will be dismissed.
Accountability of Moderators:

The panel of human moderators shall maintain a log of its
activities. This log shall be posted once every two months, thus
making the moderators accountable to the readership. The
specific keywords that force the RoboModerator to send an article

RATIONALE: soc.culture.turkish.moderated
Currently, there is a specific newsgroup on the Internet
soc.culture.turkish (SCT) which is the only discussion group for
issues relating to Turkey. While SCT has enjoyed a large group
of participants, the quality of articles has changed in the last
couple of years:
* Large amount of crossposting to other soc.culture.*
newsgroups. Unfortunately, the cross-posting tends to create
inter-cultural conflict rather than inter-cultural understanding.
This is disruptive not only to soc.culture.turkish but to the
other groups (approximately 25% of articles are crossposted to
more than 3 newsgroups).
* An increased hostility within SCT and members of other
groups which has created an increase in name calling and use of
disposable accounts to spread hatred.
* Approximately 20% of articles have less than 1/3
original text as a result of increased hostility.
* Almost all users who have posted to SCT have had public
insults against them which has resulted in a lot of readers to
stay quiet or leave.
* The heavy traffic on SCT combined with people swearing
at each other makes it difficult to find the original articles.
* Many readers have chosen to leave SCT due to increased
hostility and lack of relevant articles about Turkey and Turks.
soc.culture.turkish.moderated will once again offer a civilized
place of discussion and attract past users as well as new users.
The name chosen for this group is soc.culture.turkish.moderated,
which is reflects its proposed content and its origins. This
newsgroup is not intended to replace soc.culture.turkish.
soc.culture.turkish will remain as an unmoderated forum. Instead,
soc.culture.turkish.moderated will offer an alternative, less
hostile area for discussion. I and the subscribers feel that a
moderated newsgroup is necessary to keep the peace and ensure
that articles make at least a good faith attempt to obey the
charter rules.
