Electronic publications like the Antifa Info-Bulletin, the Holocaust Newsletter, and The Internet Anti-Fascist, are insufficient because of the need for such publications to carry a limited number of short articles. Extending publication would distort the form and the reasonable requirement for very tight editing would be inappropriate for more far-reaching debates and discussions. These publications are not oriented to discussions; only one-way information access and promulgation is possible. Newsgroups also tend to be more accessible for newcomers. The soc.politics.* and misc.activism.* hierarchies were chosen because they fit well with our intention of creating Internet-based locii where abstract theories of anti-fascism and on-going anti-fascist practices in the world could be presented, exchanged, and debated. In short however, I intend to argue that this vote has been conducted within the Guidelines as they are currently written, and as such the groups so passed should be created. Matters of potential contention for this vote include the proponent mailing a copy of the CFV in his email newsletter, and broad email campaigning to solicit votes. The copy of the CFV contained in "The Internet Anti-Fascist: Monday, 2 Feb 98--2:06 (#64)" mailed by the proponent was completely unaltered, missing only the newsgroup distribution headers and surrounded by the proponents rhetoric. Any ballot submitted seen to be based on this CFV distribution was automatically invalidated, the sender contacted with an explanation of why, and a new copy of the completely unaltered CFV. While the proponents actions here are in violation of the Guidelines and UVV rules, I did not consider this particular offence sufficient cause to cancel the vote, especially at that early stage of voting. The email campaigning embarked on by supporters of the proposals appeared to largely follow the strategy outlined at the web page "Net Organizing without Spam" at URL http://www.anti-fascism.org/spam2.org. Nothing in the present written Guidelines bar perhaps the "No disinterested party" strictures explicitly prohibit the sorts of broad email solicitations this campaign appeared to represent. Many referred to an archive of the previous RFD discussion in order that voters might make a fully-informed decision.
