Creation of the newsgroup The rationale for the existence of this newsgroup is the current absence of an adequate forum or fora in which to pursue the discussion comprehended by this group's charter. Implicit in this assertion are two premises: The first premise is that lesbian and bisexual women have needs, and live lives, sufficiently distinct from those of other individuals so as to warrant a forum in which to explore these matters. This is not an assertion of uniqueness; rather, it is a claim that lesbian and bisexual women comprise a community with standing equal to that of other communities whose need for communicative expression has been acknowledged. The second premise is that the need for such a forum is not being met by existing newsgroups. While there are several fora that pertain to the issues of lesbian, gay, and bisexual people generally, none of these offers an adequate opportunity for a discussion of matters specific to the lives of lesbian and bisexual women. This is not due to any deficiency in those fora; rather, it is a consequence of the unmoderated nature of, and the preponderance of male contributors to, those fora. The latter factor has the effect, real though unintended, of obscuring women's voices and limiting women's visibility. A note in regard to the soc.bi newsgroup: The creation of the proposed newsgroup is not intended as competition with this already established newsgroup. The proponents' intention in including bisexual women in the name and charter of this newsgroup is to explicitly welcome bisexual women's issues in the newsgroup. B. Name and positioning of soc.women.lesbian-and-bi Placement of the newsgroup within the "Big 8" hierarchies is important in order to permit access to the newsgroup by the largest possible number of users. The significance to users of the matters to be discussed within this newsgroup renders this placement particularly necessary. Positioning of the newsgroup under soc.women is preferable to positioning the newsgroup under soc.motss. This is true for two reasons: (1) Lesbian and bisexual women have a strong identification as women, as well as an identification as being (wholly or partially) same-sex oriented. Placing the newsgroup under soc.women recognizes that fundamental component of identity. (2) This newsgroup is as open to bisexual women as it is to lesbian women. Since soc.motss and soc.bi already exist, placing the newsgroup under soc.motss would suggest a preference toward lesbian women. We are determined to avoid that. The name "lesbian-and-bi" is selected as an unambiguous expression of the newsgroup's intent that interested users should be able to readily locate. It is particularly important that this be true for women who are new to either the Internet or to the exploration of their sexuality, and "lesbian" and "bi" will have a clear meaning to this vulnerable portion of the newsgroup's constituency. The name is consistent with the format used by the newsgroups aus.culture.lesbigay, soc.support.youth.gay-lesbian-bi, and uk.gay-lesbian-bi. C. The decision not to rename soc.women The proponents recognize that, with certain news transport systems, it is advantageous to have all active newsgroups within a hierarchy existing at the same level. We feel, though, that an essentially logistical consideration must yield to the demand that the inherent relationships between and among newsgroups be respected. When, for example, the existence of several subgroups largely exhausts the scope of the parent group, the creation of a .misc subgroup for the remainder of the parent group's scope is quite appropriate. In contrast, the creation of soc.women.lesbian-and-bi transfers only a small portion of the scope of soc.women, and to transfer the remaining vast majority of that scope to soc.women.misc would represent a denial of both the parent status of soc.women and the expansive scope of the discussion appropriate for that newsgroup.
